Background of Health Sector in East Jerusalem Israeli policies continuously attempt to control the Health sector in Jerusalem by trying to substitute the Palestinian health institutional presence with alternative services. The Israeli insurance system became mandatory in 1995 on all Jerusalem residents. This has obliged Palestinians in Jerusalem to seek medical care in Israeli health centers that are covered only by the Israeli health insurance. |

Consequently, the Palestinian health centers struggle to compete with the Israeli facilities while lacking the financial support that enables the provision of developed health services. The Health sector lacks services for mental health, rehabilitation and treatment of drug addicts. There also exists a lack of coordination and communication between health care providers, and an absence of qualified human resources in certain specialized health fields.
